Our client, a highly respected and extremely prestigious world leader in the oil and gas industry, is looking for a Trade and Customs Specialist to join their dynamic, multicultural and multilingual organisation in The Hague.

The goal of this role is to ensure that trade and customs (import and export) activities of the company are performed in accordance with the applicable laws, regulations and related internal procedures. You will also have to oversee and guide personnel in the operation of Purchasing and Logistics on these matters.

 

Job Profile for Trade and Customs Specialist
Responsibilities will include but not be limited to:

  • Supervised by PLCD Manager, facilitate operation of PLCD import and export of materials and services and customs matters in compliance with laws, regulations and internal policies in cooperation with the company’s law department/Chief Compliance Officer (CCO)
  • Responsible for retaining records for trade and customs compliance including the export control classification matrix
  • Develop, monitor, evaluate and update internal procedures and policies related to import, export, customs and the company’s operations and services for group companies in order to ensure business compliance and improve efficiency
  • Assist and advise the business in selecting supply chain partners/contractors considering best practice in trade and customs compliance
  • Conduct risk assessments of business and supply chain partners/contractors, manage monitoring and assist with testing and assessments for gaps and issues
  • Prepare and provide regular updates on business performance and progress on trade and customs compliance issues
  • Provide trade and customs training to business and functional teams
  • Perform other miscellaneous duties as directed
  • Develop/improve and implement tools, policies and procedures to ensure compliant trade and customs activities by the company
  • Monitor and implement changes in laws and regulations concerning trade and customs, including sanctions (in cooperation with law department/CCO)
  • Responsible for correct export control classification and compliant trade and customs documentation, assuring compliance with denied party lists, embargoes, sanctions and other matters of trade and customs compliance
  • Responsible for preparing and monitoring trade and customs related procedures and work instructions for staff with operational tasks
  • Responsible for managing operational trade and customs issues, including licensed material and products, licenses, authorisations and end user certificates
  • Liaise with buyers, expediters, logistics and logistics service provider to ensure that performance of trade and customs is compliant with the company’s compliance requirements
  • Interface with suppliers and contractors to determine and/or validate classifications, valuation, country of origin, and other requirements
  • Responsible for management of internal records concerning trade and customs activities
  • Provide key transactional performance metrics on a regular basis, incident reports, licenses and escalations identifying opportunities for improvement actions and targets for future assessment
  • Provide training on operational compliance relating to trade and customs, develops/ assists in the development of training/training materials
  • Support automation to manage documentation and data required for trade compliance and operations
  • Experience leveraging technology to drive process improvements via automation
  • Proficient at using SAP, reporting and management tools to create reports, proposals and evaluations
  • Any other duties as required

 

Candidate Profile for Trade and Customs Specialist

  • Must be fluent in English and Dutch, both written and spoken
  • Minimum of 8 years of relevant and demonstrated experience with international trade compliance specialist responsibilities in a complex export environment
  • Bachelor’s or Master’s degree in supply chain, logistics or customs & trade or equivalent training or diplomas
  • Proficient in import/export processes including interpretation and application of import/export classification:
    • Assigning appropriate classifications to products, components and services according to the harmonised schedule, dual use regulations, and unions customs code, incoterms, experience in handling export licenses, brokering authorisations, customs declaration management
    • International shipping documents (including commercial invoices, packing lists, bills of lading)
    • Experience with international shipping and documentation and roles and responsibilities, and supporting timely execution of cross-border shipments
  • Knowledge and experience with dual-use and military export issues and customs regulations, AEO, and sanctions and sufficient level of knowledge of US equivalent regimes and regulations
  • Experience in creating, maintaining and monitoring compliance with trade and customs controls and processes
  • Familiar with customs valuation rules and principles
  • Proficient standard IT skills including SAP ERP, MS Office, and familiarity with trade compliance applications, such as SAP GTS or similar system
  • A self-starter with the ability to take on several projects at one time
  • Strong analytical skills and problem solver, successful people management experience, strong team player
  • Good communication and influencing skills
