Our client, a highly respected and extremely prestigious world leader in the oil and gas industry, is looking for a Local Content Analyst to join their dynamic, multicultural and multilingual organisation in The Hague.

This role will fall within the Purchasing, Logistics and Contracting Division, under the Strategic Sourcing Unit. The focus of the position is to act as an ambassador of the company and to attract new vendors and investors.

This is an office-based role, with occasional periods of business related travel of around 20% per year.


Job Profile for Local Content Analyst
Responsibilities will include but not be limited to:

  • Identify, engage and evaluate potential investors who plan to localise their manufacturing/services in the Kingdom of Saudi Arabia
  • Based on requirements of internal customers, segment region of operations, and evaluate and select market segments to target potential investors
  • Identify potential investors in the selected market segments using sources including but not limited to available market intelligence and directories, prequalify them in accordance with the requirements of internal customers and check their compliancy
  • Develop tailored means of communication in order to engage the target group in the localisation opportunities including but not limited to cold calling and delivering presentations
  • Organise own conferences and conferences with third parties on a regular basis, or when deemed necessary
  • Assess the interest of vendors to pursue the localisation opportunities and handle objections against localisation effectively
  • Support vendors with drafting a feasibility study and/or business plan by providing company’s future demand data and referral to other relevant information sources
  • Prequalify potential investors by reviewing potential investor’s feasibility study and/or business plan in order to assess whether it meets the requirement from the internal customers
  • Introduce potential investors from region of operations to internal customers in accordance with their requirements within the framework of agreed procedures
  • Monitor progress of investment projects executed by introduced potential investors jointly with internal customers
  • Organise on-line surveys amongst introduced potential investors to assess whether they faced challenges have established themselves
  • Ensure delivery of regular reports to the company (EU headquarters) and to the parent company’s management (weekly highlights, MD highlights, Board meetings, Business Plan, Operating Plan and Focus Items)
  • Align business activities with internal customers who are aiming to attract direct foreign investors and advise them and the company’s management on localisation support strategies in region of operations
  • Build and maintain relationships with business promotion agents such as governmental agents, embassies and trade associations
  • Obtain, evaluate and maintain market data, trends and changes for the localisation support activities considered being strategically important to the parent company’s ambitions
  • Attend conferences and exhibitions relevant for conducting localisation support activities, when required, to gather valuable market and supplier related information in order to enhance sourcing strategies
  • Benchmark localisation support activities with peer organisations
  • Maintain SAP tracking programs for potential investors
  • Handle requests from potential investors applying for registration with the company
  • Deliver significant input to advise worldwide materials management and user organisations on current significant developments in the field of expertise


Candidate  Profile for Local Content Analyst

  • Must be fluent in English, both written and spoken
  • Minimum of 4 years of relevant work experience
  • Bachelor’s degree or equivalent, preferably in Procurement/Supply Chain, Business Administration or Logistics
  • Computer literate
  • Must have knowledge of Microsoft Word, Excel, Explorer, Outlook and SAP/ERP system
