Our client is an independent, accredited Dutch certification organisation that conducts inspections, audits, and issues quality marks for products, services, and businesses. Their work spans both the private and public sectors, including mandatory certifications for playground equipment and youth care institutions. Known for their trusted quality labels, they help ensure safety, compliance, and reliability across a wide range of industries.

Currently, they are looking for an experienced Certification Manager Youth Protection/Youth Probation to join their team in Zoetermeer.

Job Profile for Certification Manager Youth Protection and Youth Probation
Responsibilities will include, but not be limited to:

  • Coordinate and monitor certification processes for Youth Protection and Youth Probation Service and Harmonisation (JB/JR) of Quality Assessment in the Healthcare Sector (HKZ) 
  • Evaluate the research results, draft recommendations for and make certification decisions 
  • Ensure compliance with laws, regulations, and quality standards within the youth care and care sectors
  • Supervise and prepare internal and external audits 
  • Manage certified objects, including planning and carrying out inspections and handling complaints
  • Implement quality improvements and process optimisation 
  • Advise management and clients on certification guidelines and developments within JB/JR and HKZ
  • Identify trends and changes in legislation and regulations, and translate them into policy adjustments
  • Initiate and execute marketing and acquisition activities to acquire certification and research assignments 
  • Maintain and initiate contacts with the Ministry of J&V for expertise in the certification profession 
  • Liaise with accreditation bodies and other relevant stakeholders
  • Organise and give training and awareness sessions on certification and quality management in the youth care and care sector 
  • Develop, maintain and update the range of services of the Quality Mark Institute, including preparing and updating certification schemes and other protocols for approved products, services and accommodations

Candidate Profile for Certification Manager Youth Protection and Youth Probation

  • Must be fluent in Dutch and English, both written and spoken
  • Completed relevant or higher professional education or university education, such as quality management, business administration, healthcare or a related field
  • Experienced Certification Officer or Manager in JB/JR or HKZ 
  • Must have working practice in Youth Care 
  • Experience with (accredited) certification (preferably within the youth care or care sector) 
  • Familiar with the General Administrative Law Act, the Open Government Act and possibly also the Public Records Act
  • Analytically strong and able to critically assess and improve processes 
  • Good communicator with the ability to advise and guide various stakeholders 
  • Proactive and independent, with a structured and accurate working method
