Our client operates in the financial services industry, specialising in providing comprehensive solutions for financial planning, investment management, and business advisory. We are now looking for a Compliance Officer, who will be based at the Head Office in the Netherlands in Amsterdam and report to the Chief Risk Officer (“CRO”).
In the role, you will be responsible for the day-to-day operations of the compliance framework, including the development of compliance policies (in consultation with the Chief Risk Officer) for approval by the Management Board, and the operation of associated procedures, that reflect the regulatory requirements relevant to the organisation operating as a Dutch authorised Electronic Money Institution (“EMI”).
You will maintain the documents that form part of the compliance framework, including the Compliance Monitoring Programme (“CMP”) which is used to coordinate the ongoing monitoring of the operation of the compliance framework and generate management information for reporting to the Management Board.
Job Profile for Compliance Officer
Responsibilities will include but not be limited to:
Compliance operations:
- Review regular developments in regulatory requirements applicable to a Dutch-authorised EMI and maintain an understanding of potential future legislative developments
- Develop compliance policies which are appropriate to the size and complexity of the business, which meet regulatory requirements and ensure ethical business operations including the management of integrity risks
- Ensure that compliance policies are approved by the Management Board
- Develop, implement, operate, and monitor compliance procedures and implement policies
- Determine the level of resources required to ensure that appropriate compliance operations can be maintained and make associated recommendations to the CRO
- Ensure that appropriate up-to-date compliance documentation is maintained as part of the compliance framework and is available to staff as a source of reference
- Act as the primary contact point with the Dutch Central Bank (DNB) for day-to-day regulatory liaison matters
Compliance monitoring:
- Maintain, update, and operate the Compliance Monitoring Programme (“CMP”):
- Review policies periodically to ensure they continue to meet regulatory requirements
- Evaluate procedures to ensure that they reflect, monitor their implementation, and define policy
- Issue and address areas for improvement and identify them promptly
Reporting:
- Provide management information to the Management Board (inc. compliance activity, legislative developments and risk management) and ensure that they will take place via the CRO
- Prepare and submit periodic reports and required notifications to the DNB (including timely payment of fees and ensuring the maintenance of correct authorisations/permissions)
Governance and risk:
- Assist the CRO with the development and operation of appropriate governance arrangements
- Support with the monitoring and control of outsourcing arrangements
- Back-up the CRO with the operation of an effective approach to risk management
- Act as a contact point for audit and review activities, including Internal Audit, to regulatory compliance matters
Training:
- Ensure that the Management Board remains aware, and has an up-to-date understanding, of the regulatory environment and meets regulatory requirements
- Provide detailed compliance training to relevant staff, as required to support compliance operations
Candidate Profile for Compliance Officer
- Must be fluent in English, both written and spoken
- Minimum of 5 years of experience in Financial and/or Compliance-related business functions
- A professional Compliance, or Financial qualification, and membership in a recognised professional body, would be advantageous but not a pre-requisite
- Experience in developing and administering internal controls and processes
- Collaborate with a broad range of business functions, with an emphasis on senior management, is essential
- Able to work with diverse groups of people
